hi Josh -We now have concurrence in the building for an informal approach to Matt Waxman, seeking his agreement to provide a briefing on U.S. detainee policy in Afghanistan to Bassiouni. 10, SA, DRL, and SIWCI all concur with this approach. I assume you want to take the lead in calling him? We need to be conscious of time here. Although the reports are not due until October, they need to be finalized in the UN system shortly because of translations and other bureaucratic preparations. So if we don't do it ASAP we won't have the chance to affect his upcoming report.
Two other backgroun points:
--Lynne Sicade in DRL said Matt had already agreed to brief the OSCE on our detainee policy. Hopefully this is an indicator he will be receptive to the request for Bassiouni. -Mark Lagon is interested to know whether Matt would agree to brief the 4 UN Special Rapporteurs (on torture, arbitrary detention, right to health, "and independence of judges and lawyers) who on 25 June requested acess to U.S. detention centers in Iraq, Afghanistan and Guantanamo Bay. When you speak to him about Bassiouni can you try and get a feel for this.
If he agrees to the Bassiouni brief, we'll need to know if there's anything we need to do mechanically to make it happen (e.g., formal request from State to DOD).
