EXECUTIVE SUMMARY
Army Senior Detainee Operations Oversight Council: . EXSUM #1
The first Army Senior Detainee Operations Oversight Council meeting was conducted on 7 Oct 04. The meeting was chaired by the PMG, co-chaired by the ADCS G-3, and ADCS G-2, and attended by senior principal representatives from across the Army Staff and appropriate MACOMs.
Council representatives at the first meeting focused on approving the Council's
proposed battle rhythm, staff processes and products in support of the Council, and the
agenda format for future. meetings. An approved slide depicting the Council's battle
rhythm and staff processes is attached.
The Council approved Synch Matrix Version 2.0, which recoded all task status from s
BLUE (new tasks). to AMBER (working tasks). The Council directed that Staff/Proponent Actions Officers develop stand.ard_T_ask_Eol_ders.for each task to outline: Task (direct lift from DO Synch Matrix, Suspense, Milestones (with internal suspenses), Status, Coordination, Resource Requirements, and an EXSUM for immediate RFI responses from senior Army leadership.
To date, all 200 required Army tasks have been assigned to Staff/Proponent Lead Action Officers and progress is ongoing: No new tasks have been. added since the : .
Army Detainee Operations and Detainee Interrogation Operations Plan was signed by the CSA. The. Current Detainee Operations Task. Force is currently anticipating the , VADM Church report and will conduct a thorough analysis to incorporate any additional tasks into the Army Detainee Operations Synch Matrix.
The next Detainee Operations Oversight Council meeting will occur during 2 nd QTR or as necessary with a decision point to convene based on the staff analysis of the VADM Church Report.
