SUBJ: USE OF MAXIMUM SECURITY FACILITY
EFFECTIVE IMMEDIATELY, THE CITE WILL NOT
REQUEST, ENDORSE OR IN ANY WAY PARTICIPATE IN
THE PLACEMENT OF A DETAINEE IN THE MAXIMUM
SECURITY FACILITY (MSF). (THE FBI HAS AGREED TO
THIS POLICY CHANGE UNLESS/UNTIL ADVISED
OTHERWISE BY THEIR HEADQUARTERS). BECAUSE -THE USE OF SUCH A MEASURE HAS BEEN DEEMED
PUNITIVE AT LEAST IN APPEARANCE, IT WOULD BE
INAPPROPRIATE FOR FEDERAL LAW ENFORCEMENT
AGENTS TO PARTICIPATE IN ITS USE IN REPONSE TO
A DETAINEE'S REFUSAL TO COOPERATE. WHILE WE
CAN NOT PREVENT THE CONTINUED USEOF MSF IN

THE COURSE OF THE INTELLIGENCE MISSION OF XIV 170, OUR AGENTS WILL NOT ENCOURAGE ITS USE OR OTHERWISE PARTICIPATE IN THE DECISION TO PLACE A DETAINEE IN MSF.
