My opinion:

This is a legal issue too, need to include the SJA. If the ING take a detainee after the 30th, they need to turn them over to the IZP. They do not have arrest authority. I think this is going to be an issue since there is some friction between the two organizations. If we are supporting the ING on a raid(which I really don't think the ING should have the authority to conduct raids without the police) and the target is someone we want, obviously we can take them to our facility. If they do their own raid (again, don't believe they should be authorized, but as long as they have a warrant and probable cause) and capture someone we want, that person would still go to the IZP and then we can pick them up from them if we want them. They will not be allowed to have their own detention facility - that sets them up to be the
nation's secret police.

The question came up about when the ICDC/ING conduct raids, where will they take any
detainee's? We understand we will be "right seat riding" them untill til end pf the month, but
after the 1st where will they send their captured targets?? What sort of processes and/or
paper work will they have? Are they going to be using any of our facilities or are we just

overseeing all they do??
