CID Report of investigation into detainee’s alleged abuse while detained on a military base in Fallujah. Detainee alleged the Kurdish Military and Iraqi Linguish abused him. Specifically, the detainee alleged that the linguist hung him by his neck. He also suffered injuries to his wrists and legs. When interviewed by a U.S. army medic the detainee was suicidal. The medic also noted that the detainee had been shot in his shoulder.

An ICRC Report related that the detainee “was suspended from his thighs and was beaten while he was hooded and restrained” and that “he had circular marks on both wrists and excoriations on the right internal malleolus and left external malleolus.” He also had “bilateral multiple parallel marks on the lower leg and marks on the posterior lower thighs with the imprint of a cable or rope.” Detainee was released from Abu Ghraib on June 6, 2004.

Investigation concludes that the detainee “was abused by members of the Kurdish Army while he was under their operational control, prior to being released to U.S. Coalition Forces. This finding was based on the fact that during two separate interviews, [the detainee] stated he was abused by members of the Kurdish Army.”

A review of Mr. etainee file and attached documentation 67 (1 completed by assets of "TF NAMA" indicated the detainee was turned over to CF (Coalition Forces) on 23 Apr 04, which reinforced the fact detainee was not in control of U.S. Forces at the time of his alleged abuse. Other documentation in file indicated he was shot by Kurdish Forces on 15 Apr 04, and turned over to CF on 17 Apr 04.

She recalled the detainee because she remembers the shoulder injury caused by the detainee shooting himself prior to being captured. She also recalled the detainee stated he attempted to kill his brother also. She stated that detainee was very suicidal. 2.On 19 Jul 04, this office received an International Committee of Red Cross (ICRC) reportfrom the 22nd Military Police (MP) Battalion (BN)(CID), Camp Victory, Iraq relating Mr./a/Op 7• e.WiNfallWarM/Mat ISNallillipmay have been abused while detained on a military
base in Fallouja, Iraq.
3.Preliminary investigation revealed the ICRC report related Mr.411111111111011.underwent ill-b 7cL6t M. treatment in an American military base in Falloujah in mid-Apr 04. the ICRC report related Mr.
Earalrar.vas suspended from his thighs and was beaten while he was hooded and 74-1-et 64-restrained. The ICRC report related he had circular marks on both wrists and excoriations on the right internal maleolus and left external maleolus. Also there were bilateral multiple parallel marks on the Lower leg and marks on the posterior lower thighs with the imprint of a cable or
rope.

have USACIDC tracking numbers on all of them.

I believe I mentioned before that my office has been tasked with conducting investigations involving detainee's making allegations of abuse by US Soldiers. These 8-8 case files we have on hand mentioned TF 6-28/TF MAMA was Invoked in one way or
another. WW discovered their Involvement through a review of the detainee flies. CID. Command hue made these priority investigations and each week we have to send sitreps to Command discussing our weekly investigative activity. When could you and I meet to discuss these matters?
