RECHECK RESULTS on CATEGORY #3 of the FEBRUARY 18, 2005 REQUEST
hi response to your letter of August 22, 2005, in which you identified "several gaps in the FBI's response", the following chart should clarify the
FBI's response in regards to Category #3 of your February 18, 2005 request. Category #3 states"All rules, regulations, policies, guidelines, memoran
or procedures that apply to the FBI's initiation or conduct of "Special Inquiries" or "Special Administrative Inquiries," such as those the FBI
conducted to request or require information from FBI employees who had served in military zones concerning their observations of possible
detainee mistreatment." In your letter it is stated for Category #3 the IG has been "provided (are) e-mails created during such inquiries, rather than
statements of the rules, regulations, and other requirements governing such inquires." The following table identifies documents, previously provided to the
IP which the FBI believes relates to your original request. These documents are found under Category #3, as well as other categories of your February 18,
) request. According to the Divisions and units involved in such inquiry matters, and to the best of their knowledge, and after additional research and
searches of the FBI systems were undertaken, the FBI does not have specific rules and regulations for "Special Inquires" or "Special Administrative
Inquiries" but follows the rules and regulations set forth in the materials and documents previously transferred to the IG for this inquiry and listed below.
