<p>NCIS report on the results of investigative efforts regarding allegations of abuse made by two detainees, Ali and Hassan, in Iraq. In one case, a detainee captured on February 8, 2004, alleged he was assaulted while being held at &quot;al Baghdadi&quot; detention facility. It appears he was referring to Camp Baghdadi, which has since closed. Due to lack of records, the investigation was unable to obtain names of members of the capturing unit. The detainee was released from Abu Ghraib on June 28, 2004. In the other case, a detainee alleged abuse at Abu Ghraib after his capture on March 4, 2004. Medical records showed lacerations and abrasions supposedly caused by handcuffs and barbwire during capture. Capturing unit members had returned to their assigned posts, so no interviews were conducted. The investigation was closed.</p>

This investigation was initiated pursuant to a U.S. Army criminal Investigation Division (USACID) Request for Assistance (RFA) (# 0184-04-CID259-80230) regarding allegations of detainee abuse. Tasking was limited to the review of detainee records and screening interviews of Al Baghdadi detention facility staff regarding allegations of abuse made by _ and NARRATIVE 1. Between 18Oct04 and 280ct04 contact was made with MNF-I, lstMarDiv Detention Operations and Baghdad Central Correctional Facility (BCCF), Abu GHARYB in an effort to review the detainee records of and el." This effort disclosedillawas captured on 08Feb04, by E Troop, 3ACR. Between the date of capture and the date of induction into Abu Gharyb (18Feb04), he was moved to three different camps. One of the camps, near the city of Hit, IZ, was named Baghdadi. IMIliclaims he was physically assaulted by U.S. military personnel in Baghdadi. Between 180ct04 and .280ct04, Reporting Agent attempted to locate and review detention records of the "Al Baghdadi" detention facility in reference to 11111.11111.1.1111111111 andil...111111.11111.1111M No detention facility with the name Al Baghdadi was located. The Camp Al Asad detention facility was contacted, as the town outside the Camp's perimeter is named Baghdadi. MNF-I, Abu GHARYB, and lstMarDiv detention operations personnel were contacted and were able to provide the following information: EMI Captured by E Troop 2/3ACR on 08Feb08, near the Saudi Arabian-Iraqi border. Transported to forward operating base (FOB) Quinn (named under the U.S. Army control, now named Camp Mudaysis). 011awas held at a camp near the city of HIT named Camp Baghdadi (no longer occupied since the U.S. Army's departure) for 8 days, where he claimed he was assaulted by U.S. militaiy members (current Standard Operating Procedure (SOP) allows for capturing units to_hold detainees for up to 18 hours prior to placing them into any detention facility). He was subsequently transferred to the 3ACR, detention facility, Camp Al Asad and inducted into the Baghdad Central Correctional Facility (BCCF), Abu GHARYB on 18Feb04. Attempts to retrieve and review any and all records of the Camp Al Asad detention facility, now under the control of the U.S. Marine Crops Regimental Combat Team-7 (RCT-7) disclosed no records prior to 18Feb04, as 3ACR did not leave records in place upon their departure on that date. A search for possible records at the RCT-7 database revealed a single . dated 11Feb04 and prepared by interrogation summary regarding 11.11111.111 (NFI). A review of said document failed to disclose any information regarding allegations of detainee abuse (enclosure 1). MIR was released from the BCCF on 29Jun04 and his records are maintained at the MNF-I headquarters, Camp VictOry, Iraq. Point of contact is USA, Detainee Operations at iraq.centcom.smil.mil . Captured by lstAD, 4BCT on 28Feb04 and possibly held at the lstAD detention facility, but the records are not clear. He was inducted into the BCCF on 10Mar04, and has been transferred to Camp BUCCA (another permanent detention facility). A review ef111111111, chronological records of medical care dated 11Mar04, revealed observations of abrasions and lacerations to his arms and back, which he claimed occurred during his apprehension, and caused by barbwire and handcuffs (enclosure 2).
