This memorandum of understanding is between the Joint Interrogation and Detention Center (JIDC) and all external agencies who want to house detainees in cell block 1A and 1B at Abu Ghraib. The stated goal of the agreement is to eliminate the problems that have occurred since the introduction of detainees in block 1A/B, which were allegedly done so without approval of JIDC staff. The memo lays out guidelines to be followed by all parties that use the detention facility.

SUBJECT: Segregar:cn Billaiing Guidelines at .'lbu Ghraib

~. This memorandt.;m. of understanding between the Joint Interrogation and Detention
Center ( Jl DC) and all extern a! agencies who want to house .detainees in ce!l block 1 A
and 1 8 at Abu Ghraib.
2. The goal of this agreemer.: is to eliminate the problems that r\ave·recently occurred
with introduction of detainees in block 1A/18.
3. Recently inappropriate detainees have been introduced to the cell block without
approval of JIOC staff. Standard criminals. women and children have been placed inblock
1N18, causing concems for safety and possible compromises of military interest
detainees. ·
4. The following guidelines will be followed by all parties who use the facility:·
'--'a. In P~ocessing: All detainee~. must be in pro;esse~ ~hrouqh ~Ps befor~ being
placed 1n block 1AJ18. In certa1n cases. for sarety of mterest, 1mmed1ate
placement can be granted. However, cretainees mus e 1n processed within 48 ·
' h·ours or be removed.
b. Isolation Request: A memorandum must be submitted to JIDC Ops- to include:
Name, I SN, Sta-tement of Charges. lr;rarrogation P!an and POC for this action.
Isolation cells wiil not be used for disciplinary actions for criminal detainees. . .
c. Timeframe: Detainees will be allowed to stay ufl to thirty (30) days. A Requ;ast
for Exception to CJTF-7 imerrogation ar.d Counter Resistar.ce Policy is required to
segregate detainees for longer than :hir.y (30) days. This memorandum should
include: Name. ISN, Date ?!aced .in Segregation. Reques:ed E; CirclJmstances ::;f Capture. Ass.ess.r;.ent of Detainee. Po'tential Information,

be based on r.eeo.
d. Access: Aecess to detainees heic :n segregation must be coordinated through
JIOC Ops. Names will be sc.:bmitted ~o JIOC Ops for those personnel authorized to
enter block 1A/18. An access roster will \::e maintained by J!DC Ops and provided
'to the Military Poiice working in 1N18. .
