I have the honour to write to you in my capacity as Special Rapporteur of the Commission on Human Rights on torture and in accordance with Commission on Human Rights resolution 2003/32, adopted at its 59 th session. In this resolution, the Commission kte_r

"31. Calls upon all Governments to cooperate with and assist the Special Rapportcur in the performance of his task, to supply all necessary information requested by him ...;
32. Urges those Governments that have not yet responded to communications transmitted to them by the Special Rapporteur to answer without further delay;"
A copy of allegations sent previously is attached for your convenience. In the light of the above resolution, I would like to kindly request your Government to provide information on the allegations previously sent to you and again attached herewith. I would be grateful if the reply of your Government were to be received at the Office of the United Nations High Commissioner for Human Rights by 17 November 2003, in order to be able to include all relevant information in my report to the next session of the Commission on Human Rights:
