Bay, Cuba August 18-0Ctober 10, 2003. The original has been sent to General Geoffrey Miller,
Commanding at Guantanamo, with copies also to General Benjamin Mixon at SOUTHCOM, to
Chuck Allen at the Pentagon, to John Bellinger and Shirin Tahir-Kehli at the NSC, and to Will
Taft.
