This Iraq Survey Group chart lists the current high value detainees as of March 12, 2004 and intends to "inform HVD stakeholders of current ISG analytical/exploitation focus." The document states that detainees scheduled for release are highlighted, whereas new detainee entries are in blue. Accompanying the chart are the justification statements for the potential release of detainees presumed to be of no intelligence value to ISG.

BL #121: This detainee, in the opinion of both the handler and the HefJime analyst has been fully
exploited. After having satisfactorily answered all elements of SDRs, m a cooperative and truthful manner,
it is considered that he is of no further intelligence value to the IC. There is no apparent reason for his
continued detention, as this would be of no benefit to the IC. . ·
BL#127: Hazim Abd-ai-Razzaq Ayyubi Shihab has been fully cooperative and forthcoming with information
concerning the regime's missile operations during the Iran-Iraq War and the first Gulf War. He will be a
valuable asset when released by liaising with former Surface-to-Surfaoe Missile (SSM) Forces officers of
interest to the Iraq Survey Group (ISG). He is not wanted for war crimes, does not pose a danger to the
coalition, and has been assessed as having no more knowledge of the weapons of mass destruction
(WMD) programs. · · ·
BL#138: Source was a career liS officer who spent most of his career betwe.en M4, M;;, M6 and M7. The
source was captured on April 25th and has since then been extremely cooperative. To date there have
been 17 JIRs published regarding information Mr. AJ-Duri has been able to provide. He is labeled as a ·
Category tJ detainee and has aweed to continue to cooperate and provide lnform?tion to the coalition upon
his release. It h?s been determined by his handler that he is not a flight risk. Because he is a Category II ·
candidate who has been very cooperative and will undoubtedly be cooperative once released we feel that
lyad Af.-Duri would be a prime candidate for release. : . :
MP 097: Source was arrested in June as a suspected criminaVarms dealer in the Ramadi area, following
unidentified reporting identifying,him as such. There is no evidence to substantiate this and the capturing
unit cannot identify tile original reporting. He has admitted to buying/selling the occasional weapon for
friends and assoc1ates, but claims that fie is by no means a 'dealer' and hasn't sold a weapon for· over a
year. He passed a VST in which he was asked if he sold weapons to Anti~Coalition forces. He was
focused in December and the US intelligence community has voiced their assent to the release of this
individual , ·
