Re: LEGAL ISSUES RE: GITMO"
I believe the key issue is participation by FBI Agents in interrogation techniques which are not
ordinarily lawful for law-enforcement use. I am not particularly concerned about FBI Agents witnessing b7C
these techniques, or their exposure or proximi to them, as the techniques are apparently lawful for the
military to use against military detainees.

So, there is no written authority by DOJ or FBII-IQ allowing us to participate or witness extraordinary
interrogation techniques, and" e SHOULD NOT be exposed to such conduct..:. This is an issue that the
CDC must bring forward to the SAC, because we are being exposed, whether intentionally by the military
or accidentally throtigh proximity. I krVdw from first hand experience that this is the case. Perhaps written"
b7C
guidelines from General Counsel through our SAC clearly explaining our dilemma to the military at
GITMO will alleviate this potentially harmful exposure: ThiS is a continuing problem
