SUBJECT: Term 'Coalition Bolding Facility'
1.The following memorandum addresses the time frames that detaining units are required to transfer detainees whether 4criminal, EPV or Security Internees to the Coalition Holding Area and the definition of a,Coalition Holding Area.

Per paragraph 3.0.1.,...mmimmammum.11011. published24 August 2003 directed all brigades or equivalent to commence transferring criminal detainees and Sims to the-poalition,Bolding Facility (or equivalent)•for induction no later than 72 hours after apprehension by the detaining unit. Security Internees may be held longer than 72 hours for intelligence gathering purposes unless movement is sooner
directed by CJTP-7, C2. Kowever, the unit in no case shall delay induction of
• security detainee more than 14 days from the date of apprehension/ detention. In the last sentence, 'the unit' refers to a co;lectiqp point c..! either brigade or division level. This statement was notintended to
authorise teams or company level commander* to hold detainWes based on their assesseent of potential intelligence value of detained persons underthailcontrol.

This facility was otherwise known as the BaghdadCentral Correctional Pacility (RCCF) located at Abu Ohraib, in addition to RCM Camp Cropper and Camp Ducts are also Coalition Holding Facility.
