This letter is a response to General Formica per his request for certain documents related to the training of non-commissioned officers in handling enemy combatants and interrogation of Enemy Prisoners of War (EPWs). The response informs General Formica of the availability of documents and what documents are not either available or non-existant.

Please find answers to your.questions below and enclosures of all relevant documents to your inquiry.

There is no current class taught on the subjects of
"Detainment and Interrogation" in the 18 Series Advanced


Noncommissioned Officer's Course (ANCOC). The last ANCOC POI that indicated instruction on interrogation was dated 1998; however, that lesson and other interrelated tasks were removed from the ANCOC POI in September 2002. The lesson (PFN 9141) entitled "Interrogation Techniques" was a 2-hour conference

followed by a 1hour practical exercise. This block of
instruction was not meant to train the soldiers as interrogators, but rather present an overview of interrogation techniques. In addition to the overview of interrogation techniques all 18 • Series ANCOC students are taught law of Land warfare covering both the Hague and Geneva Conventions by the 1" Special Warfare Training Group Judge Advocate.
4. The 18F (Special Forces Intelligence Sergeant Course) Course is a separate course from the 18 Series ANCOC. The 18F Course is a 13-week course creating a separate MOS. Interrogation. theory is part of the POI for this course. The lesson plan shows that the subject of interrogation is given 3 hours of instruction by a guest lecturer who is a Military Intelligence Officer or NCO trained in interrogation. The training provided is merely an overview of the interrogation process, principles, and techniquesof interrogation doctrine. It does not teach Special Forces soldiers to be interrogators. .

5. Also included, as an enclosure, is the critical task list for the 18F Course dated November 2002. As indicated, there are a total of 134 critical tasks required for the 18F Course. Onlytwo of those tasks relate to interrogation subjects.

Interrogation is also the subject of another block of instruction during the SERE Level C Course. However, this blockof instruction is meant for students to be familiar with detention and interrogation practices in the event they are captured, detained, and interrogated. The POI for this training is not enclosed, as it is not relevant to the subject
