Mentions allegations of abuse, and states, "I am not familiar with the individuals making these allegations.... I was not present during their interrogations." Also discusses a temporary detention facility; Commander describes it as "adequate ... for the purposes of temporary detention," but notes, "Short-term detention to me is anywhere from 0 to 72 hours. If anyone was there for more than 5 to 7 days, I would think it was excessive." Also mentions a detention facility in Samarra that "normally held three or four detainees." Says that he was accountable to both CJTF-7 and CJSOTF-AP Policies for the decision to keep a detainee longer than 72.
