Synopsis: To report the fingerprint processing of military detainees
at the Bagram Collection Point.

A review conducted on 2/04/2004, of the Joint Automated

Booking System revealed that additional military detainees were
successfully processed by the 327th Military Police Battalion in
Bagram, Afghanistan. Additionally, previously submitted records were
updated to reflect detainees who were repatriated or transferred to
Guantanamo Bay (GTMO), Cuba. Below is a list of records that were

The CJIS Team updated information for the JABS and
IAFIS Systems, such as fingerprints and/or facial images of the
military detainees currently located at GTMO. This need was

formed on the GTMO records, by SA

which was taken upon capture in Bagram. The CJIS Team updated
the records by taking photos from five different angles. They
also imported the original photo as well, so as to show the
contrast from the time of capture to the present. A few of the
detainees had been transferred prior to the visit; therefore,

up-to-date. The CJIS Team checked the quality of the
fingerprints on file to determined if the detainee needed re-

printed, to provide better fingerprint images for the detainee

file.

narrowing the number of search responses per inquiry.

The submitted fingerprints were forwarded to the
Electronic Fingerprint Conversion System (EFCON) to be searched
against IAFIS. Each military detainee was assigned an FBI Number

(FNU), to establish a Master Record, provided an existing FNU had
not been previously assigned. In which case, the record was
updated with the most recent biographical and arrest information.

Three CD-ROMs were made to provide the gathered detainee information to the GTMO Task Force, the Criminal Investigation Task Force, and to the military. The military also requested and were provided copies of each detainee's fingerprint
cards.

The CJIS Team also processed a group of military detainees which were transferred from GTMO to another facility for detainment. This was to verify the identity of the individual(s) being transferred, as well as update the DOJ and CJIS databases.

Synopsis: To report the fingerprint processing of eight military
detainees received at Camp Delta, Guantanamo Bay, Cuba on
07/18/2003. Also processed were 27 out-bound detainees
transferred from Guantanamo Bay, Cuba.

Details: On 07/08/2003, two CJIS personnel arrived in Guantanamo
Bay (GTMO), Cuba, at the request of the National Joint Strategic
Assessment and _Warning Section, to proceaa eight militeiy
detainees from Afghanistan. The military detainees arrived on
07/18/2003.

The military detainees were processed using an
Automated Booking Station (ABS), which was provided by the
Department of Justice (DOJ) to permanently reside at GTMO. The
CJIS Team used the ABS to electronically capture the military
detainee's fingerprints and photographs, as well as biographical
data and information. This information was stored as booking
packages, which were submitted to the Joint Automated Booking
System (JABS) and the Integrated Automated Fingerprint
Identification System (IAFIS), thus populating two databases
simultaneously. The JABS database offers the ability to inquire
