FBI Memo re: NCIS investigation into detainee abuse.
Memo concerns an NCIS investigation into reported detainee abuse. When interviewed, detainees were unable to provide names/agencies of their abusers. However, they were able to provide location (e.g. Mazar-a-Shariff, Kandahar, Bagram, Egypt and an unknown hanger and tarmac during transport in Dec 2001 and Jan 2002), and a description of the soldiers/civilians.
Memo also discusses alleged abuse by two detainees in Guantanamo.
As a result of the allegations, NCIS began an investigation. The memo discusses the NCIS' request for records to determine/identify possible abusers. Also, the Military Liaison and Detainee Unit (MLDU) also requested to review records in order to help identify military personnel, including FBI personnel who had contact with the detainees.
