This document is an internal memo sent to the FBI Director's Office from the Office of Inspections as a request for designation of the investigation into detainee abuse at Guantanamo Bay as an INSD Special Inquiry. The document notes that out of 532 FBI employees or contractors who served at GTMO, only nine employees observed aggressive treatment, all of whom have been requested for an interview.

INSPECTION SPECIAL INQUIRY
Synopsis: Request approval to designate captioned matter as an
Inspection Division (INSD) Special Inquiry.
Details: .Based upon a request from OGC, INSD conducted a survey
of all Bureau personnel who had served in any capacity at.GTMO
since 0,9/11/2001. This survey, which was disseminated via email,
requested personnel to advise INSD if they observed any.
aggressive mistreatment, interrogations or interview techniques
of GTMO detainees by representatives of any laW enforcement,
military or Bureau personnel which were not consistent with
Bureau guidelines. RecOrds obtained by CTD determined there were
.532 Bureau employees.or contractors who served at GTMO during
this time frame. The survey resulted in identifying nine
employees who observed such treatment and they provided short
summaries of what they observed. There were no documented`
incidents involving any Bureau personnel. These summaries were
provided to General Counsel Valerie Caproni, who requested these
nine employees be interviewed.
In order to .commence with the interviews, it is
requested that the Deputy Director designate . and.approve this
matter as an INSD Special Inquiry.
