Synopsis: Documentation of CIRG/NCAVC mission statement for
services being provided on-site at GTMO.

Details: The NCAVC was directed to coordinate behavioral
resources for the FBI as indicated in referenced communication.
An NCAVC/BAU on-site assessment and subsequent report was
provided to FBIHQ, Miami Division, and GTMO. As a result of this
assessment, the NCAVC was requested by GTMO management to provide
on-site assistance to the interview process. The NCAVC currently
is rotating two SSAs every 45 days to assist with the interview
process concerning the detainees housed at GTMO.

The specific mission of the NCAVC at GTMO focuses on
the interview teams from the FBI, CITF, DHS, and the

preparing-

CTC with a comprehensive behavioral based approach to the
interviews of the detainees. This approach includes the training
of the various interview components in the development and
implementation of interview strategies, review of case specific
information to include file jackets, consultations with the
interview teams preparing for detainee interviews, and the
observation of interviews for feedback to the interviewing teams.
