Sworn statement of a Sergeant assigned to Abu Ghraib prison from August - December 2003. The SGT was a 97B Counterintelligence Agent with the 519th Military Intelligence Brigade assigned to set-up interrogation procedures and Rules of Engagement (ROE) for detainee interrogation. He stated "There was constant pressure to report intelligence information." But that "Detainees were stripped searched during their in-processing, but I never witnessed or heard of a detainee being stripped as a form of humiliation. I did not witness any abuse or maltreatment of detainees while at AG. I never directed the MP's to abuse or maltreat the detainees, nor did I ever hear of it. The MP's never offered to abuse the detainees for me, nor did ever hear of them offering to do so for other MI personnel."

Iri0Iom 2 Aug 03 to 19 Dec 03. 1 was deployed to Abu Ghraib (AG). Iraq with A Company. 519th MI Bn. I am a 97B Counterintelligence Agent who performed interrogations. I was also the Platonn Sergeant for a platoor consisting of eight 97B's and two 97E's. My initial mission upon my arrival to AG was to set up operations to conduct interrogation operations for detainees gathered during operation VI GM ! : a NTT. As time passed, the focus went from VICTORY BOUNTY to other operations. Prior to initial operations,
wrote an Interrogation Rules of Engagement (1ROE), which established our authorized limits concerning interrogati 6 I Me' • 8 S. Shortly after my arrival to AG. I was briefed on the IROS and on three separate occasions signed a memorandum stating I understood and would follow the IROS. I cannot compare the Afghanistan )ROE with the Iraqi )ROE as I was not conducting interrogations with the unit in Afghanistan. In my opinion, the [ROE was clea and adequately established our left and right boundaries concerning interrogation techniques. Members of my team presented an Interrogation Plan (IP) to me prior to every interrogation. The 1P's included the ability to make requests for various methods of interrogation to include sleep adjustment schedules. After approval. ad information that the detainee was lying. COL PAPPAS said he could not tell how he got the informa ion or how he knew the information. In my opinion. COL PAPPAS was not an experienced intent gator and appeared to be in over his head with seven MI Bn's and' the mission at AG. During my time at AG, I witnessed several detainees wearing pin women's underwear. I questioned the MP's about this matter and they said that the detainee in-processing facility ran out of regular underwear. Detainees were stripped searched during their mprocessing, but 1 never witnessed or heard of a detainee bein g stripped as a form of humiliation. I did not witness any abuse or maltreatment of detainees while at AG. I never directed the MP's to abuse or maltreat the detainees, nor did 1 ever hear of it. The MP's never offered to abuse the detainees for me, nor did ever hear of them offering to do so for other M1 personnel. After the Joint Interrogation and Debriefing Center was established, the 9713's were removed trom rotation and put onto Tactical HUMINT Teams (THT). During my time on a THT, 1 submitted a request t o bring police dogs to AG. I requested that the dogs be used to search vehicles as a torce protectic, measure at e entry control points. This request was part of a Threat Vulnerability Assessment my team conducted of AG. At nume did 1 request the dogs to be used in interrogations or for use of mistreating detainees. I
