WANT TO MAKE THE FOLLOWING STATEMENT UNDER OATH:
From Aug 03 to rr.'d Oct 03 I was deployed to Abu Ghraib (AG), Iraq with A Company, 519th MI Bn. I am a 97B
Counterintelligence Agent who performed interrogation;. My team's initial mission upon my arrival to AG was t Or
interrogation operations in support of special operation, maybe VICTORY BOUNTY. Prior to initial operations,
presented us with an Interrogation Rules of Engagement (IROE), which established our authorized limits concerning interrogation
techniques. Shortly after my arrival to AG, I was briefed on the -IROE and signed a memorandum stating I understood and would
follow the IROE. In my opinion, the IROE was straight forward and clearly established our left and right boundaries concerning
interrogation techniques. All interrogations required an interrogation plan prior to the interrogation taking place. Every techniqu
had to be approved. The vehicle for requesting the techniques was the unerro ation Ian. .F ex Sleep Schedule
had to be requested through the interrogation team leader to the operations cell The operation
cell would get the approval and return the interrogation plan to the team. The wou en passed out to each team membe
so they would know when to conduct th rr auo . e were under pressure from the 205th command and staff to provide
intelligence reporting. I have heard of conducted interrogations on occasion and on at least one occasion dictated to the interrogator his approa . as not a trained interrogator and had no reason to be in the interrogation booth. In mid Sep 03, the omt nterroga ion and Debriefing Center stood up and 97B's were taken out of the interrogation rotation and reassigned. I was assigned to a Tactical HUMINT Team (THT) in direct support to the MP's. My team screened workers for the MP s2 shop and conducted CI Force Protection Source Operations. I saw detainees being naked a s they were being searched when they entered the hard site. I also witnessed detainees wearing pink underwear. I had heard the
reason for this is the MP's had run out of men's clothing. I never saw any guard dogs or heard of guard dogs being used in
interrogations. No one ever reported detainee abuse to me. During my time at AG I did not witness any abuse or maltreatment
of detainees. 1 never directed the MP's to abuse or maltreat the detainees, nor did I ever hear of it. The MP's never offered to
abuse the detainees for me, nor did I ever hear of them offering to do so for other MI personnel. I departed AG in mid Dec 03./f
