This statement of a CACI civilian contractor for the Dept. of Defense who states that he arrived at Abu Ghraib Prison on October 5, 2003. He states that "The Joint interrogation Debriefing Center Commander gave all new arrivals a down and dirty on the Interrogation Rules of Engagement, some Force Protection issues, the mission of the JIDC. We all signed the the IROE. We were also briefed on how to handle and escort detainees. There was no doubt in my mind on what constituted abuse of detainees." He then went on to state that he "ever witnessed any detainee being abused", but did witness a detainee stripped of all of their clothing when brought in for interrogation. He also recalled seeing a detainee with a cut across his forehead, when interviewee asked the Military Police about it they told the interviewee the detainee hit his head when he was forced into the cell because he was resisting.

I was assigned to Abu Ghraib on 5 October 2003 as an analyst. When I first arrived to Abu Ghraib,MU. the Joint interrogation Debriefing Center Commander gave all new arrivals a down and dirty on the Interrogation Rules of Engagement, some Force Protection issues, the mission of the JIDC. We all signed the the IROE. We were also briefed on how to handle and escort detainees. There was no doubt in my mind on what constituted abuse of detainees. I do remember receiving some training on the Geneva Corverrion sometime during the first v eek 1 personally read it as a refresher for me. I really do not know who was in charge ovissll of Abu Ghraib. In November 2003, COL PAPPAS, 205th MI BDE took charge of Abu Ghraib. The MPs were running their own thing before then. They were receiving guidance form BG KARPINSKI. Once COL PAPPAS arrived. things did change. For one thing, MI was now running security type tasks. I don't feel MI should be running the Camp when the majority of the tasks were Force Protection. MI personnel are not trained to conduct Force Protection. COL PAPPAS did a
lot for what he knew. Prior to his arrival, things were a c e MP units didn't even willimi tig Whenproblems occurred, I took them to the JIDC Commander.

There was an interrogation that I felt was on the border line of approved techniques. I. found out by the Interrogation Control Element Chief that the technique had been approved by LTG SANCHEZ. I didn't hear any rumors on detainee abuse until the investigation with CID began. I heard there were some photos reference detainee abuse but I never saw them. I once saw a detainee with a cut across his forehead. I asked the MPs what happened and they stated the detainee was resisting going in the
cell and the detainee hit his head as he was being forced in the cell.

individuals in photographs taken at AG and to further identify possible instances of MI
involvement in detainee abuse..
