, WANT TO MAKE THE FOLLOWING STATEMENT UNDER OATH:
From 7 - 21 Oct 03, I was at Abu Ghraib (AG), Iraq as part of a five person Mobile Training Team (MTT) from Fort Huachuca, AZ. The mission of the team was to provide an overall assessment of interrogation operations, training and advice and assistance. My focus was the analytical portion of the operation. I spent most of my time in the analytical cell obsery operations and the interaction between interrogators and analysts. Upon our arrival at AG, we were greeted by We were also provided'a tour of the facility. The team spent the first couple of flays setti•.g up, conducting an assessment of the. operations and establishing a training schedule based on the assessment. The training lasted five days and focused on refining • interrogation skills and techniques including questioning and elicitation techniques, cultural awareness, the TIGER TEAM concept, collection management and use of interpreters. I was the primary instructor for several analytically oriented . blocks of instruction including requirements management, analytical support to interrogators and database management. The training was based on the TIGER TEAM concept. When we got there, the interrogators had already started to employ this technique as the

analysts participated in the interrogations. The operations cell was working hard to get the administrativ u o ed to include the uniform standards, convoy procedures overall standard operating procedures.
orked diligently and were very dedicated to establishing procedures. The operation was under a lot of pressure r•• the command in Baghdad -to get results. Even though there was pressure to report, there appeared to be a general lack of communication and logistical support. The command m Baghdad did not seem to completely understand the operation. I did not have much contact with the interrogators as I spent a majority of my time in the analytical cell observing operations. In my opinion the analysts worked extremely hard to support Interrogation operations. During my time at AG, I did not witness any abuse or maltreatment of detainees. I never witnessed nor heard of any MI person asking or insinuating that an MP should abuse a detainee. I never witnessed nor heard of any MP offering to abuse a detainee to assist interrogation operations. I also never witnessed nor heard of any dogs being used in interroga
