Interviewee was assigned to AG from late May 2003 to early November 2003 as a Military Police Guard for the 72nd MP Company.
Interviewee recalled an incident when another officer called him over to look at a naked detainee for the purpose of humiliation. The interviewee stated that he refused. Interviewee added, "[t]he detainee was outside his cell naked with his hands restrained behind his back by two individuals. It did not appear to be part of an interrogation. I believe it was an MP procedure because the detainee had been uncooperative.
Interviewee noted, "I believe the OGA was giving the MP advice on how to humiliate the detainee by having me observe him naked."
Interviewee also recalled a second incident that involved an unscheduled nighttime interrogation, the unauthorized interrogation involved three MI soldiers and two female detainees.
Interviewee also noted that most problems in the facility involved detainee physical or sexual assaults. Also, stated that clothing removal and making detainees wear burlap bags over their heads was acceptable when isolation or pressure were unsuccessful; observed the most naked detainees in 1A.

WANT TO MAKE THE FOLLOWING STATEMENT UNDER OATH:
From late May 03 to early Nov Oct 03, I was deployed to Abu Ghraib (AG), as an MP Guard for the 72nd MP Company. I wormnight shift. I observed two incidents of concern. On one occasion, I was outside IA when a fellow MP, I believe
yelled to me and told me to come observe
a naked detainee for the purpose of humiliation. I refused to view the
eked detainee. The detainee was outside his cell naked with his hands restrained behind his back by two individuals. It did not
appear to be part of an interrogation. I believe it was an MP procedure because the detainee had been uncooperative. The

Sergeant was speaking with an Other Government Agency (OGA) member who I could not see. I believe the OGA was giving the MP advice on how to humiliate the detainee by having me observe him naked. The other incident involved an unscheduled nightime interrogation in 1B. I was on shift when the unauthorized interrogation of two Iraqi females by m
soldiers and an
interrogator occurred and reported the incident to higher headquarters. I was later interviewed by mrad Criminal Investigation Command (CID) personnel. Most problems in the facility involved detainee on detainee physical or sexual assaults. Clothing removal and making them wear burlap bags over their heads were acceptable MP methods to control or modify behavior when isolation or pressure through the detainee leadership didn't work. No other humiliation or physical abuse was authorized. observed more detainees without clothing in IA than any other place in the camp. I did not witness any abuse or maltreatment
of
detainees while at AG. I never saw or heard of any photography of the detainees. I was never asked nor heard of any other MPbeing asked by MI to abuse or humiliate detainees. P' not utilize humiliation as a form of control.
