, WANT TO MAKE THE FOLLOWING STATEMENT UNDER OATH:
From 23 May 03 to 4 Nov 03, 1 was deployed to Abu Ghraib (AG). I was a Platoon Leader responsible for daytime guard operations. The 320th MP's and 519th MI arrived circa the end of August. MP techniques for control of detainees relied oninternal (detainee) control. We would identify the apparent leader or someone with a good command of English within each cell group and make them responsible for maintaining order and translating. This procedure worked very effectively but in cases where a detainee still failed to cooperate we. would employ isolation to encourage cooperation. I do not know specifically what the MI authorities were for interrogations. Early after their arrival, MI conducted interrogations in tents in Camp Vigilant. The
interrogations were readily visible. I observed Ml use some stress positions to include detainees holding their arms out for
extended periods, keeping them in the sun or having them kneel on the ground. Later on, MI moved their detainees into the hardsite (Tier IA). As part of my daily routine I walked through Tier I A at least two times a day to check on operations. I neverobserved or heard of any detainee being abused. Detainees
were never forced to remove their clothing. I never observed photos
being taken.
I did hear about an incident that occurred at Camp Bucca involving the 320th MPs. Supposedly four of their soldierhad been brought up on charges for detainee abuse. I had no further knowledge of this incident but the 320th did have a reputation for harsh treatment of detainees. During our transition of responsibility for Abu Ghraib (as part of my in-brief for incoming 320t1 personnel) I explained that we didn't tolerate abuse of the detainees. Regardless of their reputation I was fairly confident they
would do a professional job after our departure.
