Interviewee was assigned to AG from October 7-21, 2003 as a member of the Mobile Training Team. The team's mission was to provide interrogation training and provide advice and assistance.
In his/her sworn statement, interviewee described responsibilities, states that did not witness abuse of detainees.
However, did comment that CACI Interrogators were inexperienced and MPs did not appear to know their job.

From 7 - 21 Oct 03, I was at Abu Ghraib (AG), Iraq as part of a five person Mobile Training Team (MTI) from Fort Huachuca, AZ. The mission of the team was to provide interrogation training and provide advice and assistance. My focus was interrogation operations. I spent time with ' . .. stn . using interrogadons . observing and providing immediate feedback.
Upon our arrival at AG, we were greeted . e were also provided a tour of the facility. The team spent the
' first couple 'of days setting up, conducting an T •......t . ,, operations and establishing a training schedule based on the assessment. The training lasted five days and encompassed various aspects of interrogation operations. Throughout our time at AG the interrogators remained open and receptive to the training and subsequent advice and assistance. The training included the TIGER TEAM concept which had been very effective in interrogation operations at GTMO. When we got there, the . interrogators had already started to employ this technique as the analysts participated in the interrogations. After the , I spent the rest of the time with the interrogator teams. 1 sat in on approximately 12 interrogations,•observed 6 and conduemd 3 onmy own. Throughout our rime at AG the MTT would get together at night to discuss findings and recommendations. We alsocontinued to enhance the training schedule as there were several civilian contract interrogators scheduled to arrive at AG. ' I cannot specifically recall signing an Interrogation Rules of Engagement (IROS) but all techniques employed by the interrogatorswere within the limitations established in FM 34-52. The 519th NII Bn interrogators were strong and seemed to Mow what they were doing. They did things by the book and I did not -witness any bad morale within the unit. I did have concerns with the CACI contract interrogators There were several who did not have any background in interrogations or any military background.
The MP's did not appear to know their job.. This was apparent on at least two occasions. During the first incident, I
participated in a lengthy interrogation. At the conclusion of the interrogation I went outside the interrogation booth to summon
the MP's to return the detainee to the holding area. When I got outside, I realized the MP had left the area and we were the only
people in the interrogation site. This was troublesome. because if the detainee had attacked to during the interrogation, we would
not have an MP in the area to back us up. I had to walk around the compound to find an MP to take custody of the detainee and
drive him back to the holding area as it was a considerable distance. This was difficult as it appeared the MP's were conducting
shift change. The second incident involved the MP's not properly managing the locations of detainees in the solitary _confinement
area. We requested a detainee for an interrogation and the MP's never escorted him to the interrogation location. We went to
the MP's to find out the reason for the delay. The MP's could not find the requested detainee. They kept information
concerning detainee locations on a white board. We went to the cell depicted on the board and found 'it contained a different
detainee . Upon further examination, we found that most cf the white board location information was incorrect. We had to have
all the detainees in the entire cell block hold out their arms so we ceuld read their name tags until we found the correct person.
During my time at AG, .1 did not witness any abuse or maltreatment of detainees. I never witnessed nor heard of any MI person
asking or insinuating that an MP should abuse a detainee. I never witnessed nor heard of any mi, offering to abuse a detainee to
assist interrogation operations. 1 never witnessed nor beard of any guard dogs being used during interrogations.
