Witnessed use of dogs in interrogations; thought it was approved by Pappas. Does not recall abuse, but does remember an occasion where the line of questioning was not smooth.
Recalled the he/she did not recall witnessing nudity. Heard of threats to detainees by MP of loss of clothing, bedding and shoes if they did not cooperate.

, WANT TO MAKE THE FOLLOWING STATEMENT UNDER OATH:
From 27 Jul to 21 Dec 03. 1 was deployed to Abu Ghraib (AG), Iraq with A Company, 519th MI Bn. I am a 97E Interrogator. My initial mission upon my arrival to AG was to set up the Life Support Area (LSA) and prepare for operations. The initial mission of the interrogation facility was to find members of the SADAAM FEDAYEEN. I conducted screenings, translation and interrogation support. As time went on, the focus of the facility broadened as AG became the central interrogation and debriefing
center. Prior to initial operations, we were briefed on the Interrogation Rules of Engagement (IROE), which established our left
and right boundaries concerning intet o tion techniques. At t, approvals were verbal, but as the IROE changed, written •
approvals became more prevalent. , stahlishert the IROE. Initially the IROE was briefed during
shift changes and daily update briefs. I remember signing at least one memorandum stating I read, understood and would follow the IROE. 1 cannot compare the Afghanistan IROE with the Iraqi IROE as I was not with the unit while they were 'n Afghanistan : In my opinion, the IROE was clear and adequately established our left and right boundaries concerning interrogation techniques. ' The approaches used during an interrogation were requested in the interrogation plan which was done and approved prior to any
interrogation. The approval level depended on the proposed approach. When the 325th Ml Bn personnel arrived at AG there
were several integration problems. The 325th MI Bn personnel seemed more interested in going home than in conducting the
mission. Over time both units overcame these issues and we built a cohesive work environment. The 205th MI Bde also
presented a problem in that seemed to micrornanage operations and would cause more unnecessary work. The 72nd MP's were
the typical Army unit. There were a few soldiers who were unprofessional. The transition from the 72nd MP Bn to the 372nd
MP En was rough. It appeared the 72nd MP Bn leadership was unclear in their methodology and there was only a three day
train-up for the 372nd MP Bn. In Dec 03, I did witness a guard dog being used in an interrogation. I believe COL PAPPAS
authorized the use of the guard dog. The guard dog had to be muzzled and could not touch the detainee. At least twice during chi
interrogation, the guard dog was brought into the interrogation booth to scare the detainee. I am not sure of the effectiveness of
this approach. A team from GTMO came to AG on two occasions. On the first occasion, the GTMO team provided advice and
assistance to the overall interrogation operation. On the second occasion, the team actually integrated into the unit and performed
interrogations. On one occasion, I did observe an Other Government Agency (OGA) interrogation. The line cf questioning was
not smooth, however, I did not witness any detainee abuse. There was a lot of pressure to produce reports regardless of
intelligence value. In my opinion, there was never enough pressure to necessitate an interrogator bending the rules. During my
time at AG, I did.not witness any abuse or maltreatment of detainees. I never witnessed nor heard of any MI person asking or insinuating that an MP should abuse a detainee. I never witnessed nor heard of any MP offering to abuse a detainee to assist interrogation operations. 1 did not witness any nudity used for interrogation purposes. I heard of occasions in which interrogator.
and:or MP's would threaten the detainees with the loss of clothing, bedding and shoes if they did not cooperate. These were also given back to the detainees as a form of reward for positive behavior. I never witnessed or heard of any unauthorized photograph taken of detainees. If I would have seen any unlawful or abusive behavior, I would have reported it to my supervisor.
