Sworn statement. Interviewee arrived to AG on October 15, 2003 for the purpose of conducting interrogation operations. The interviewee recalled requesting and receiving approval for the use of dogs for an interrogation, stated that the dogs were five feet away from the detainee and that the dogs did not harm anyone.

I arrived at Abu Ghraib • • L . • 2003 to conduct interrogation operations. When I first arrived to Abu Ghraib, I received
2-3 days of orientation. i gave a briefing on Interrogation Rules of Engagement (IROE). She discussed the right and
left limits and we signed a sr -We is • is for record stating that we knew and understood those limits. There was nothing out of the norm from the school instruction. I never witnessed detainee abuse but I had heard rumors once the investigation began. I never heard anyone tell the MPs to "soften up" a detainee or give them The Treatment." The MPs would be told when a guy was an "asshole." I was not aware of any phows on detainees. On 14 December the as the Section Chief for Special Projects, one of my interrogation teams requested the use of dogs for adetainee captured in conjunction with Saddam Hussein. At approximately 0200hrs, I requested the dogs from COL PAPPAS and he stated that he wold call higher to request permission. I began writing the memo LAW our IROE and an hour later it was approved and I was given the guidelines for using the dog. The dog did not hurt anyone as it was always about 5 feet away from the detainee. I was standing to the side of the dog handlers during the entire time that the dogs were used for this interrog ' 'ved at Abu Ghraib, I do not remember who was the FOB Commander. The chain of command was very convoluted. The relationship with the MPs was good but there Some of the issues were escort duties. They would escort at the beginning and then those duties became the MI's responsibilities.
