The email states "the incident described by the detainee matches up with an instance wherein the detainee was the subject of a Forced Cell Extraction I don't know if they determined that as part of a formal inquiry at the time ofithe reporting by the detainee, or just recently as a result of the Navy IG investibation - I suspect the latter."
