Cara is assuming the detainee portfolio, so she may be able to give a more definitive answer. However. I think the short answer is that we are looking to turn as many over as soon as possible. Which ones are transferred first. and how fast that can happen logistically, is still being finalized, I believe.

Please see attached, which is draft MOJ-MNF MOU sent to us by CPA lawyers to govern custodial arrangements for people over which Iraqis will have "legal custody". I've tracked several changes; others in L are still looking at, but thought you would want an opportunity to comment too. Please let me know soonest any thoughts, as CPA lawyers say they need in appx the next hour if they are to be able to coordinate with MNF-I. Thanks, Todd.
