On May 30, POL Minister Counselor met with representatives
of the Mexico office of Amnesty International (AI). The AI
reps requested information on the status of any children that
are being detained at the U.S. Naval Base in Guantanamo,
Cuba, as a consequence of the Afghan conflict. It is the
particular characteristic of AI that the country offices do
not cover the country in which they are located. Thus the

Mexico office covers the U.S., hence the AI request for
information thru the Embassy.

AI reps presented the PolMinCouns with a letter addressed
to President Bush to be forwarded to him. The letter
expresses their concern with the welfare of children under 18
allegedly detained at Guantanamo. The letter also calls for
the children,s immediate access to family and legal
assistance.

AI has petitioned us for responses to the following
questions concerning any children detained at Guantanamo:
-the status conferred by the USG on children detained in
Guantanamo.
-Requests that the Embassy inform AI of any changes in the
children's status.
-the number of children detained in Guantanamo as well as
their names, ages, nationalities, and conditions in which
they are being held.
-the number of prisoners released from Guantanamo, and info
as to if any children were among those released.
-requests the Embassy ensure delivery of AI,s letter to
President Bush.
5.
AI representatives asserted that DOD officials (Rumsfeld,
et al.) have publicly admitted that there are children
interned in the detention facilities at Guantanamo.
6.
Action requested: Post requests guidance on the
appropriate response and information that can be released to
AI on the questions above concerning children detained in
Guantanamo.
