The OSCE will hold its annual Human Dimension Implementation Meeting on October 4-15 in Warsaw. During this meeting, the implementation of human dimension commitments by OSCE participating States -- including the U.S. -- will be put under a microscope and scrutinized. We expect that treatment of detainees at Abu Ghraib will be a central focus of the meeting.
We are hoping to sponsor a Q&A-style side event focused solely on Abu Ghraib, but also need to work from the opening to ensure that criticism of Abu Ghraib stays under control. For this reason, we are proposing that our opening intervention for the meeting addresses this issue and makes note of the side event, so that delegations can go on to other business.
