fU1 JOINT WORKING GROUP FOR JOINT DOCTRINE FOR DETAINEE OPERATIONS]:
Self-initiated. In response to a SecDef "Snowflake" dated 20 May 04,The Operational Plans and Joint Force Development (J7), Joint Doctrine Branch held an initial meeting of the Joint Working Group (JWG) to develop a Joint Publication (JP) on Detainee Operations. Army was identified as the probable Lead Agent (LA) for the publication. OPMG, TRADOC, Joint Staff, G3, J7, ALSA and others were represented at the meeting. The intent is to use the current Multi-service Tactics, Techniques and Procedures (MTTP) document developed by The Air Land Sea Application (ALSA) as a start point. The ALSA MTTP document will be revised to include additional areas identified since it's initial release and staffing. The JP will be a stand-alone document from the ALSA MTTP. The proposed date for approval and release of the JP, if approved by SecDef, is 16 Mar 05. A program Director will be identified and a planning group will meet on or about 10 July 03 to initiate the development process and formalize LA assignment. Provide memo:
