Sir, here is an EXSUM due by 0700 tomorrow. Our position is that OPMG should receive all ICRC reports forwarded to OSD within 24 hrs -- the same ICRC reports received under new guidelines by OSD (e.g., USD [P], Director, Joint Staff, ASD [PA], DOD General Counsel, DOD Executive Secretary) within the same time requirements, This amendment will allow us to analyze and assess ICRC reports against current NDRC Detainee information to prepare SNR OSD/Army Leaders as required.

As the staff proponent responsible for exercising HQDA Executive Agent responsibilities for Enemy Prisoner of War and Detainee Operations, the OPMGprovides OSD and.ICRC with Detainee reporting and accountability worldwide.
