concerning the message below: if the DA Form 2823 is not available and the capturing unit is not from the Mosul area, the detainee will be accepted and the detainee packet will be flagged by MDF personnel. The flag will stay on the packet until the required documentation
has been received.
The flagged detainee packet will not delay the MI process.

I need you to re-iterate to the units that are assigned to 3/2 SBCT that all of the following items must be with the detainees, before they can be processed into our facility. We need 2 sworn statements (DA Form 2823) from two different people listing the circumstances involving the capture of the detainees, Coalition Provisional Authority (CPA) Form from the capturing unit listing the circumstances of the capture, any relevant information, and evidence for the detainee. This is to ensure that the system that we have in place at the MDF is uniform and gets completed for all

detainees. This will also ensure that we do not have to track down the capturing units at a later date trying to play catch up on the paperwork delaying the processing of the detainees.
