Yes Ma'am, I think this one needs some clarification:
I don't know that we need to immediately populate this particular issue into the "material bin" • ancl chase weapon systems. This issue mainly focuses on external defenses. Really gets to the issue of detainee deaths/injuries from external insurgents and the command/role confusion regarding Force Protection at Abu Ghraib (implied task as an outcome of Taguba Report and DAIG Report).
Policy already requires risk analysis, assessment, and mitigation to provide for detainee safety. Maybe that solution is that doctrine provides the guidance that addresses the issue that commanders must task organize assets, based on their risk assessment, to meet protection measures. It may require a CS MP PLT or some other level of force.
MG Ryder was just looking at a way to capture the requirement or that we need to capture the requirement of defending facilities in a COE that does not have the relative security of a Rear Area. We foresee future facilities established anywhere across a non-linear environment.

Does MG Ryder want heavy Crew Served Weapons or is he referring to the M249s? The Saw is one of the crew served weapons that is compatible with the M16s - if we choose to go with heavier weapons then comes the question of repair, armor skills, ammo, storage, etc. First get clarity on the M249 vs other Crew Serve Weapons before we start changing other areas.
Do we have the M249s and other weapons resourced as required in the TOE? Ensure we get the question clarified as you have asked in the last sentence of your email then we can proceed.

BACKGROUND: When briefing MG Ryder on the Materiel slide this morning, he expressed concern about
number of crew served weapons for the MPs -- stated he believed the Taguba report cited:this as a force .
protection shortcoming (I did a quick. search of the Taguba report -- found no reference to crew served •
weapons, but that doesn't make his point any less valid -- maybe it came from another report?).

CURRENT SIT: the new IR Companies do not have/will not have crew served'weapons -- they do have/will
have M9s, M16s, M249s, and shotguns

MAJ_- is this even the issue the General was getting at this morning? Let me know if I'm off-base
here -- thanks
