MG Ryder reviewed your notes and understands the importance of issues you were working: Because of the issues regarding EA, span of control, policy oversight, etc -- he does not want to create a new term, which based on planning levels, may have unintended future implications.
To avoid commingling two separate but synchronized operations, he wants to call the plan "Army Detainee and I don't think use of the words "execution" or "implementation" was

He is reviewing the definition and will let us know.

I think [he definition as I think we are using it for the purposes of this plan should be sufficiently broad to in fact cover from the point of capture and should include interrogation / HUMINT collection operations.
