This is the same investigatory chain that was initiated back in May. The fact that CID just got this info is a result of time-lag tracking the detainee down and getting him interviewed. 2. The change in status to "SSI reportable" reflects a bureaucratic change, and not a substantive one. When they relooked the case, it met their internal criteria, based on type of allegation alone, to be reportable.
