Emails between CID Officers re: Location of Detainee Autopsy in the Event of Death

These emails are from an Army CID officer concerned about where to conduct an autopsy in the event a detainee dies in custody. The question was over transporting the body to the United States and what ramifications that might have. The email chain includes a Navy NCIS contact and several rounds of discussion on the matter.

commitment to respond to GTMO (as will selected SEFO MCRT members) in the event of a

detainee death, or as previously occurred, a incident where death was believed imminent.

No. I haven't heard anything. When you have an opportunity, contact AFIP to determine

whether they do or do not intend to respond to GTMO in the event of a detainee death.

This was discussed at length. The foundation supporting our response "to" GTMO in the
event of a detainee death was the simultaneous response by AFIP, where the autopsy would
be performed. This was discussed with the CG staff in GTMO as well. In fact, the Sep02
MOU between the JTF and AFIP (which specifically references our involvement) discusses the
conduct of "mass casualty" autopsies on-location. 11111111, question now is puzzling, and
leads me to believe his staff may now be overworked. I've 'cc' our Forensic Consultant
for information. He was involved "on the ground" during these discussions.
