Emails between DOS Officials regarding detainees at Abu Ghraib (AG). The more recent email discusses an Israeli national, George Ben-Baki, who is believed to be a detainee at AG, however, the officials are unsure and awaiting confirmation from the DOD. The other emails discuss similar matters regarding an Indian citizen and a Kuwaiti citizen.

All: The MFA called today to inquire, based on a media inquiry of them, whether there is an Israeli national being held at Abu Ghraib prison. According to information cited by this journalist, the Iraqi Minister of Human Rights recently referred to the presence of an Israeli there. His name is George Ben-Baki (phon.); he is said to be Moroccan-born. The MFA has asked that I call them as soon as I get any information. (U) During an April 30 conversation with DCM, MEA Joint Secretary (US and Canada) Sujata Mehta requested US assistance in obtaining consular access to an Indian citizen reportedly in the custody of the Coalition Provision Authority (CPA). According to Mehta, the GOI was informed of

Petention (perhaps on weapons charges) by the ICRC in B6 January. The CPA is holding the
Abu Ghraib prison. She state that the prison lacility ideniifiedr—Ily reference numbers 1 16289 and/or 15967. She indicated that the Indian Embassy in Baghdad would make a parallel approach to CPA and the Iraqi authorities.
