By design, DA does not want subordinate PAOs answering questions specific to the report's findings. Media
queries concerning the findings of this report will be referred to Army Material Command PAO (the AMC cdr, GEN
Kern, is the investigation's appointing authority). Media queries about detainee abuse in general will be referred
to OCPA media relations division. The PAG is embargoed until 1330 (EDT) today, 25 AUG, when GEN Kern,
LTG Jones and MG Fay will brief the Pentagon press corps at the Pentagon.

You will notice that the Q's and A's have been omitted from this document. By design, we do not want subordinate PAOs answering questions specific to the report's findings. This issue is a minefield and we don't want to unnecessarily shift the burden of response to you. Media queries concerning the findings of this report will be referred to Army Material Command PAO (the AMC cdr, GEN Kern, is the investigation's appointing authority). Media queries about detainee abuse in general will be referred to OCPA media relations division. The POCs are listed in the PAG.
Some of you may receive media queries on members of your Command who are named in this report. If that
individual has been referred to the chain of command for action, that query belongs to the Command PAO and
you are free to answer the question. When in doubt, call OCPA MRD for guidance on media responses.

As the OCPA planner for this event, please call me if you have questions on this overall effort.
