1) CITF elements WILL participate, at the SAC, OPS, or Legal Advisor
level in any and all DISCUSSIONS of interrogation strategies and
approaches. We have to know what is being discussed, and have to be
able to express our views. As per MG Miller, I expect we will be
invited to listen in, and/or give our views.
2) At any point that we disagree with an approach, for its methods,
etc, we should professionaly raise our material/legal, or other
objections, but that does not mean we have to leave the room. The
obligations of our representative at any discussion/meeting are two
fold: raise a professional objection, and report the issue to CITF
leadership. Our folks should make it clear that our participation in
dialogues related to the aggressive strategies does not amount to an
endorsement of the technique or the interrogation plan. But we MUST
remain engaged with other agencies, and aware of the strategies and
plans relating to all detainees because it will affect our
investigations and our own subsequent interviews.
3) CITF agents and all other personnel will not participate in the use
of any questionable techniques (as defined by law, regulation, and as
interpreted by the SAC there, and any agent has the authority to
withdraw from any environment or action which he/she feels is
inappropriate. Agents must report any such action to the SAC
immediately).
