The comments on the Joseph Casey to Lynn Cassel email are: "ICRC's Delegate General for Europe and the Americas Beatrice Megevand-Roggo called to say that ICRC had learned that the Wall Street Journal plans to publish today a copy of their February report on detention conditions in Iraq. ICRC's Delegate General for Europe and the Americas Beatrice Megevand-Roggo called to say that ICRC had learned that the Wall Street Journal plans to publish today a copy of their February report on detention conditions in Iraq. (A gisted version will appear in print; the full report will be placed on the WSJ website.)
Megevand-Roggo wanted to let us know that ICRC was not the source of the leak.
Washington HOD Christophe Girod will likely be quoted in the article. Girod reportedly told WSJ that the report was confidential and should not have been published without ICRC consent. It is not clear whether Girod asked the WSJ to hold off, but the journalist made clear the story was going ahead.
ICRC Director of Operations Pierre Kraehenbuhl, Middle East Delegate General Baltasar Staehelin, and Megevand-Roggo will hold a press conference this afternoon. They plan to make three key points:

ICRC reports are confidential and ICRC did not release this to the press;


ICRC will not comment further on specific allegations of mistreatment, but "stands by the contents" of its report; and


ICRC will remind parties to the conflict in Iraq of their responsibilities under International Humanitarian Law.

DOD's 'liana Davidson is aware of the story. She was approached for comment by the WSJ.
