Ms. Stryker's comments are "for clearance, please, by 1100 if possible. I reworked the question based on PA's additions this a.m., and added the PRM guidance to the end of ours to answer the question about the ICRC fyi - we are awaiting a response with further facts from Embassy Kabul."
