The email has an attachment of a response submitted at the Commission on Human Rights that had been drafted with input from Quynh Vu of the Office of the Deputy A.G.", (attachment not included). The email also states "On the military commissions and enemy combatants held at Guantanamo, this paper is clearly not on point. Gilda, I assume you have forwarded Frank our reply to the Amnesty complaint which addresses those concerns."

I can't recall that Andy Lolling or the Civil Rights division was particularly involved, in this issue.
I am attaching a response we submitted at the Commission on Human Rights that had been drafted with input from Quynh Vu (then of the Office of the Deputy A.G. -- Dawn or Laura correct me if I got the office wrong), Laura Flippin of the Civil Division, and Mona Ragheb of DHS. The numbers are clearly outdated, but the substance of the material should still be applicable. Would appreciate it if if addressees from DOJ and DHS could take a quick look to see if they have anything additional to add in response to concerns re. detentions of aliens. In particular, Mona or anyone else can you provide an update on the numbers of persons detained in INS custody as a result of the 9/11 investigation?
On the military commissions and enemy combatants held at Gtmo, this paper is clearly not on point. Gilda, I assume you have forwarded Frank our reply to the Amnesty complaint which addresses those concerns.

Frank Gaffney just called from the Warsaw OSCE conference, where the US delegation is facing potential criticism from OSCE members on USG post 9/11 policies and practices such as GTMO, military commissions, detention of aliens, etc. Frank is requesting, on an urgent basis, talking points in response to claims that the USG is conducting secret arrests and detentions. I recall that Andy Lolling worked on the briefs before the US Court of Appeals on USG authority not to disclose lists of names of persons held in connection with the war on terrorism. I understand that Andy has left the Civil Rights Division, and so send•this inquiry to Jason as well as within the building: would any of you have cleared talkers (or press guidance or the like) that you can send to Frank at the above hotmail address for the delegation? He would appreciate receiving talkers or guidance ASAP, please; for the ongoing Warsaw
conference.
