Was this individual interviewed by us? I have asked the unit to check this out and determine if a 302
was prepared. If so, the 302 (or an LHM with the information contained) will be turned over to the
military. We did a complete scrub a month ago of all the detainee 302's looking for any allegation of
abuse. Only two were found. One was from an MEK female which turned out to be nothing, and
the other was from one individual who claimed he was abused by the Iraqi Police. NSLB has
already approached me on this issue and think the handing over the 302 (or LHM equivalent) is

Today, two representatives from the 78th MP Detachment (CID) visited the BOC to advise
that a detainee at the Abu Ghurayb Prison alleged ola 17 June that when he was initially
detained in February, he was abused by the detaining unit. The CID representatives
produced records indicatin that on.04 March 2004, sPi IWFO, "witnessed" the
detention of an Iraqi civilian suspected of attacks on Coalition forces,
inasmuch as S si ned a Coalition Provisional Authority Forces Apprehension form b 6
indicating he witnessed being detained, and he dated it "3/4/04."1 Idate of b7 C
detention, according to military records, was either 26 February 'or 04 March; however, c::::::::J
is alleging abuse during his detention on BIAP in February. Military records indicate the
detaining unit as 2/501st MP; however, there is no clear record on what unit initially
apprehendedc:::J Also, a Detainee Tracking form bearingI Iname indicates he was
apprehendedon 26 February 2004, and arrived at the "internment facility" (likely a reference
to the Abu Ghurayb Prison since it is referred to as such in other documents) on 11 March
2004.
In addition to the document indicating that s~ IWitnessedl lapprehension, the
CID representatives produced two DO Form 2708's, Receipt for Inmate or Detained Person,
bearing the name of sAl lalso from WFO. One of the forms indicates that
SAl Iturned overc::::::::Jto a representative of the 2/501st MP at "01:11" on "040304,"
very likely a reference to 04 March 2004 since the form requests that the date be presented b 6
as "YYYYMMDD." The form also has an annotation in the remarks column stating, "receved b7C
[sic] in good health with minor bruising/scatches." Note, the annotation, "with minor
bruising/scratches" appears in a different style of writing than the annotation, "receved in
good health." The second DO Form 2708 indicates that sf\! Irec~ivedc=Jfrom
the 2/501 st MP on 20040305, at 07:16. This form-contains the following annotation: "Receve
in good, FBI (unreadable) for question". Also, written below the space provided within the
margins of the form is the annotation, "Cell 8." .

The CID representatives stated that detainee abuse investigations received t~eir hiahest
priority; therefore, they were seeking to expeditiously locate SA's[ ~ndL Jso
that they may be interviewed. I advised the CID representatives that I would forward their c: re uest to FBIHQ. The CID representative in Iraq serving as the POC for this matter is

this period. In a written statement.c::::Jclaims, "They tortured me and cuffed me in an act
called the scorpion, and pouring cold water on me. They tortured me from the morning until
the morning of the next day, and when I fell down from the severing torture I fell on the
barbed wires, and then they dragged me from my feet and I was wounded and, and they
punched me on my stomach, ... " The statement was provided on 19 June.
