This email provides a consideration that FBI officials reiterate FBI personnel's responsibility to report observations of misconduct prior to their deployment in order to avoid failure to report, and, thus possible misconduct and/or criminal conduct.

Gary, as you are aware, we are canvasing personnel deployed to GTMO to determine if any of same observed
any examples of prisoner abuse. That raised a question in my mind in any potential case where a respondent
replied in 'the affirmative and had not previously reported same to anyone. If you proceed from the principle that
they would have had an affirmative responsibility to report such observations, any failure to do so may constitute
misconduct and at the extreme, criminal conduct. Our canvas thus far does not seem to be uncovering any such
problems but I think it prudent, if we are not doing so already, that we reiterate their responsibilties in this regard
to personnel, predeployment. Any thoughts?
