Answer #4a.

1.
AR 190-8 para 3-16 e. states, "If an ICRC/protecting power communicates directly with an EPW/CI camp commander about a matter REQUIRING AN ANSWER, the communication and commander's reply will be forwarded to HQDA ODCSOPS NPWIC for proper action." As of October 2003, HQDA responsibility has been transferred from ODCSOPS to the Office of the Provost Marshal General.

ICRC reports typically do not require a response by a facility commander. As of this date there is no known facility commander responses to an ICRC communication. There have, however, been several requests for information by the ICRC to the NDRC. In each case, the NDRC has researched and forwarded the RFI to ASD SO/LIC for release approval.

OPMG is currently conducting an analysis to develop an interim an ge

. 190-8 that will incorporate new proposed requirements for reports provided by ICRC or Human Rights Group communications. The revision will reflect new reporting timelines with proposed actions from field commanders thru Combatant Commanders to the DoD Executive Secretary and Director, Joint Staff. The revision will also incorporate'
ncorporate new distribution requirements to Secretaries for the
Military Departments, DoD General Counsel, the Under Secretaries for Defense
for Policy and Intelligence, and Director of Administration and Management.
