Reviewed the SOP -- the only reference I saw re juveniles is in the paragraph below:
6.a.9. "The safekeeping of juvenile's, a person under the age of 18, is not authorized without
approval of the TFO PM or his/her representative. All juvenile detainees brought in alone will
immediately be segregated from the general population. Those juveniles brought in with family
members will be allowed to remain with the family member in general population."

Here's the concern: during the last operation in Tal Afar we killed a 15 year old who fired an RPG at the unit in contact. The three juveniles were captured in a house (also in Tal Afar) with older males who were planning operations against us. Given the circumstances surrounding the capture, and in light of unit actions over the past several days, the juvenviles were just as suspect as the older males and the unit's judgement was sound by detaining the juveniles. Think the SOP's right on the money -- doesn't prohibit juvenile detention, and makes allowances for their safety through segregation. And in this particular case, the juveniles were certainly brought in for detention vice safekeeping.
