Email stating that CWG had spoken with SOUTHCOM about arrangements for access to Guantanamo detainees. It states that once OSD clears the visit request, SOUTHCOM would block off a week for each group to visit. It notes that SOUTHCOM was aware of the “French request” and that the French would be programmed in during the first part of April, displacing the already approved Belgians.

Per your request, CWG spoke with SOUTHCOM about current GTMO access arrangements. Once OSD clears the visit request, SOUTHCOM is blocking off a week for each group; group size is limited to three individuals. These restrictions are necessitated at present by the limited accommodations available for visitors at GTMO. The current construction efforts will result in expanded visitor facilities, allowing larger groups and perhaps multiple visitor groups in the future.
Aware of State's interest in the French request, SOUTHCOM expects that the French will be programmed in during the first part of April, displacing the already-approved Belgians. (The Russians are expected next week; visitors will not be permitted 25-29 March because of a turnover of personnel at the base.) We are seeking more info/confirmation from OSD, but wanted to get this interim reply back to you.
